中化建國際招標有限責任公司（以下稱為“招標代理機構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標�，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC HuizhouPhase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項目，以實現(xiàn)其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

For goods offered from outside PRC customs territory: no later than 8 months after the contract is signed (departure date on Bill of lading)

3. 對投標人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:

（1）資格要求 
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人應(yīng)為本次投標所投產(chǎn)品的制造商；如投標人為制造商同一集團負責銷售投標所投產(chǎn)品的全資子公司、控股子公司（投標人應(yīng)提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。
The bidder shall be the manufacturer of the bidding products.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer.

（2）資質(zhì)要求Qualification Requirement
A.投標人投標產(chǎn)品的防爆等級不低于Ex db ⅡC T4 Gb，《防爆合格證》應(yīng)由NEPSI、CQST、PCEC、IECEx、ATEX之一或國家認可的其他防爆認證機構(gòu)出具。
A.The bidder's explosion-proof rating of the bid product shall not be lower than Ex db ⅡC T4 Gb, The Explosion-proof Certificate shall be issued by one of the following certification bodies: NEPSI, CQST, PCEC, IECEx, ATEX, or other nationally recognized explosion-proof certification agencies.？
B.投標人必須提供制造商的產(chǎn)品在有效期內(nèi)的《中華人民共和國特種設(shè)備生產(chǎn)許可證》(TS證書)。證書中制造單位名稱、地址和投標產(chǎn)品的制造單位名稱、地址應(yīng)一致。
B.The bidder must provide a valid ？Special Equipment Manufacturing License of the People's Republic of China (TS Certificate)？ issued to the manufacturer.The manufacturer's name and address on the certificate must match those of the bidding product's manufacturer.

（3）業(yè)績要求Requirement for Bidder's reference:
2020年1月1日至投標截止日（以合同簽署時間為準），投標人應(yīng)在中國境內(nèi)具有至少2個應(yīng)用于境內(nèi)項目合同的球閥的供貨業(yè)績，每個業(yè)績均需滿足：
